You must be careful not to over rev the engine, unless you like bent push rods. Take it to an engine shop and have them replace the weak stock push rods/springs/keepers, and then they can tweek a few extra rpms out of it. I'm guessing that the lack of power happened recently, so I doubt that is your problem. Also assuming it is a v twin vanguard engine. The engine shop could do some other mods and get you as much as 30hp out of it.

Aside from putting the governor back to factory specs, trying to manipulate the governor to make up for lost power is a band-aid fix. A stock 18hp in a Max II (assuming this, from your avatar) has more than enough power, so you should probably look into why you've lost power outside of the governor. Like Buggyman says, you'll likely send the better part of your valvetrain to NeverNeverLand if you over rev it. Check out your drive/driven clutches to make sure they're engaging and disengageing correctly. If you have a secondary that's not closing all the way (or a primary that's not opening all the way) this will drastically effect performance.
Check these over, and maybe do a compression check on your engine to see what's going on with it if the clutches seem fine. What symptoms does the engine specifically have, aside from lack of power?sigpic
