Tillotson HR carb trouble

I've got a 400cc kohler motor with a tillotson HR carb on it. I just put a carb kit in it and I thought it would work. When I put gas to it, it pumped through, but would not spray into the intake. Anyone know what might be going on?
Adjustment needles?
Float?
Diaphragm?

I'm having the same problem with my HR carb. My diaphragm was ripped I rebuilt it today an the same problem you have I'm having? Did you ever figure it out? I've rebuilt tons of carbs an I took this one apart again an it seems fine so I'm at my wits end.

I fixed the issue today. I has the replace the inlet needle an seat

Actually, you have to bend the tab that goes over the float needle. This will allow fuel to go in. The bend has to be flush with the top rim of the casting. It is shown in the Kohler 2stroke manual. What brand of carb kit did you use? I used an SPI or sport parts Inc. You have to adjust the new float lever before you put it back together. Hope that this helps let me know. Thanks!
