Tillotson HL 26A (troubleshooting)

Happy Holidays to all. I have completely rebuilt a nice original Terra Tiger. I am running a JLO 252 with a tillotson HL 26A carb. Everything is dialed in, but she will only run on full choke. As soon as I close the choke, she stalls out. I have rebuilt the carb, but can't seem to figure this out. There are only two things I can think of. First, I do not have an air cleaner for it, but I wouldn't think that would have a major impact. Second, the muffler appears to be ok, but I suppose after sitting for 20+ years, it could be causing some back pressure problems, but it really runs fairly well when the choke is wide open.

Any thoughts? I could really use some help trouble shooting this.

Most likely an air leak. i would check intake gaskets and crank seals.
