JLO 295 fuel return

I just picked up a project Max II with a JLO 295. I have two fuel lines running from the tank to the back. One of the lines has the fuel filter inline, so I assume this is the supply. I would assume the other is a return. Where does the return go? I see a fuel vent fitting on the carb and some other fitting just below the carb base plate. Unsure where I should connect the return?

I didn't see the vac fitting on the carb...I think I'm good...

I need a sanity check

I got it running today, but fuel was dripping out from inside the carb as it was at idle. When I opened up the throttle, it didn;t leak as bad...almost stopped. It seems like it's getting too much fuel? Either that or I have the carb mounted upside down?
Does this look right?
