Buffalo Wheel Rusted to the Axle

Just picked up a mid ‘90’s model Buffalo, knowing it needed a little work. The previous owner was trying to get the tracks off and realized the wheel was rusted to the hub of the axle. I have tried prying it off, putting an air chisel to it to vibrate it loose and penetrating oil. Nothing has worked, am I missing something or is this sucker just rusted that bad? It was used in the marshes of SC for most of its earlier life.
