Belt question

The cold (-4 at the highest) last few days including day I took it out has kept me bundled in the house. But Ill take a look when temperatures go positive. There isn't a way to tension these belts I assume with them moving around so much?

I ruled out wet as this is the 2nd time I have noticed it slipping and first time no snow, granted the belt is so far back under the seat it should be pretty sheltered from snow flakes or rain for the most part.
