Does it have fluid in it? Has it been sitting without being used for a long time?
I would set it on its back with the plungers up in the air and fill the plunger holes with oil or penetrating lubricant. Maybe that will help? I'm just throwing things out there.
You can always just break the case in half. It doesn't take long and then you can peak inside and see what is wrong.

I had a T-20 with stuck plungers
The key to loosen up the plungers is penetrating oil and patience. It is easier to pull the plungers out than push them in!
Take a short piece of tubing like 1" electrical conduit and a few large washers and a bolt with the same threads as the plunger(or the plunger bolt). Rig the parts up like a wheel puller with the tubing resting on the housing and the bolt threaded into the tapped hole on the plunger. Make sure you have alot of the bolt threaded in so you don't strip it but don't bottom the bolt out since you will have to torque it. Put some pressure on the plunger by torqueing the bolt and wait. Tomorrow give the bolt a turn or two and add penetrating oil. At some point in the future the plunger will start moving. Be extra careful pushing the plunger back in, this is a good rubber mallet job. In-Out, In-Out, In-Out, soon it will be ready for use.
This is boring but the cost of a T-20 makes it will worth the effort.1970's Max II
