T 20 transmission

on my t 20 one brake lever feels good, it only moves a few inches.
The other one moves back and fourth a long way and it looks like the bottom thing that goes into the transmission goes in alot farther than the other one. Does anyone know what the problem is? does it need to be rebuilt?
