  • T20 Problem maybe?

I'm only home for one day this week and working on the super chief I got last week not running yet as I did not have time to rebuild the carb. I rolled it and worked the control levers I noticed that right side of the t20 locks i guess as it should and when the stick is pulled you can see the plunger slide out of the trans the other side the plunger does not come out it does move but not enough to lock that side does it need to be adjusted?

That is definitely a good place to start. Do a proper adjustment and see where you stand. You may also want to just double check that the left side linkage is not binding up anywhere.

One of the shifter levers was not engaged all the way. It works but the plunger still don't come out of the case like the other side

The plungers won't necessarily come out the same distance. One side could have bands that are worn more than the other. One side could have bands that have been replaced, etc. It's still not a bad idea to adjust the T20 while you are in there. At least you will know everything is working at its best.
