Your belt may be too tight/wrong size is my guess. My belt sits about flush with my engine cluch with just a little lip over and down low on my tranny clutch. Also it may be as simple as the clutch is a little gummed up. Hope this helps and its something simple. The feat of sinking a max is a badge of honor.

thanks man and yeh the belt is brand new and the exact size as the factory its just a different company and model number its dayco hp3003. the belt sits alittle out of the tranny clutch and when the motor is reved in nuetral it sits down inside the engine clutch but it never comes to the top engine clutch and it comes about an inch maybe alittle more from the top of the engine clutch

Do you still have your old belt? If so does it make it all the way to the top of the drive clutch? If yes then I'd then check the difference between the two length, width, etc. If that one isn't running through the full clutch I'd say the clutches need to be worked on or the engine isn't reaching full rpm"Don't worry my Dad's a TV repairman, he has an excellent set of tools..I can fix It"
