is it normal for the shaft on the clutch side of a t20 to have a slight bit of in out play less than 1/8in.

That's not uncommon as parts wear over time and 1/8" is really not that much play. Just keep an eye on it to make sure it isn't getting worse.

My max iv has 130 hours on it. While greasing it I noticed a in out wobble in the shaft at low speeds while jacked up. When I idle it up it stops, is there a snap ring that prevents it from coming out.

Mine does the same thing, and yes there's a snap ring that keeps it from coming out. You'll have nothing to worry about.
