seirra trail boss clutch pack

i have a clutch pack for a seirra trail boss that is not working correctly. i opened the pack and cant seem to figure out why the lever wont move when assembled. This has been apart befor i owned it so i am not sure its together correctly.
can any one help me with it if i send some photos?

i have a parts diagrahm and the shift lever stop bracket is what i am not sure about. you can flip it one direction end over end and its that same. but it can be flipped over top to bottom and its differant. I dont know the correct oriantation of that part
