To bad they didn't put a plug underneat the drop bowl. Once the gas tank would be almost empty it would be easy to empty and dry the tank. But like rock doctor said if you can put a suction hose right in that drop bowl that could help a lot.

beware of fuel vent at rear of argo

If your gas is anything like ours in central Indiana, water in the gas is a common problem. Most of the ethanol gas direct from the local station is not good fuel for our small engines. I have a gas additive in everything except my cars. After 4 carburetors in my chain saw I spoke with every small engine mechanic in the area and they all said its "the gas". Once I use a fuel additive that problem has been solved. The additive is supposed to eliminate the water so maybe it would help winter and summer.
