I couldn't get a tool on the lower bolt to hold it while I tightened the other side.

This is pretty much every transmission, belt, and chain bearing plate bolt on the coot.
One of the best upgrades I've ever done is, whenever a bolt comes loose on the underside, instead of contorting myself into impossible positions to get at the bottom nuts to keep them from turning as I tighten the bolts I've replaced them with these https://www.qualitynutandbolt.com/nuts/nc-handle-nut/
I got mine from McMastercar, alternatively I've made my own by drilling and tapping 1/2" thick pieces of steel bar.
