sure looks to me to be an add on. The upright that the shaft for the rotor mounts to is not concentric. I would expect a factory piece to be a bit cleaner. The rotor and caliper are the same as used on a Tri-Cart, although they were probably used in other applications. I suspect someone needed a parking brake and fabricated it. Do you have the rear floor pan? how does it fit around the brake assembly? That might tell a lot. Also, how is it actuated?

yes you are right its an add on someone put on trying to get more braking power out of the turning system or even a handbrake, its a rotor and mechanical brake from a transmission, i personally would cut it off

It is connected to the right hand side braking lever, so it operates with the right brake. I have the pan but have not really taken any notice of how it goes around the brake disc. The cover that sits over the disc is fiberglass which probably another tell tale it is an add on.
If I don't need it I will remove. I want to upgrade to hydraulic brakes and was thinking I needed a third caliper, guess not now :-). Just need to work out best method to do it, would like to change to the turn handle instead of levers.
Interesting. Must have been installed for someone like my late mother-in-law. She planned her trips around town so that she only did right turns.
I bet the experimenter did the right side, played with it, and decided it wasn't worth the effort and skipped the left.
I was kind of hoping to see something like an ebrake that went right to an axle. I ride mine up and down some pretty steep sandhills in NE all the time. Rock Doctor had to (in another thread) point out that there are a couple of chains that can break between the rotors and anything that actually touch the ground...
I think I should remove it, agree? I also think it may be why I have issues turning right, I think if not adjusted correctly it is more of a hinderance than a help.
