    Sorry I misread that, is it possible you have a chain that is bound by rusty links, stretched or twisted? I just fixed a II with twisted chain from interference force. That chain would roll fine and the bind, naturally slacking when not in the bind.

      The rear chains are brand new and lubed.It also affects the chain going to the middle tire. I believe the weld is off on the sprocket. My concern is that it doesn't cause premature wear on the chain and bearings.

        I'd say put the machine on blocks and tighten the chains. Then roll the tires to see if the chains tighten from out-of-round sprockets as they rotate. If out-of-round the chains would tighten up, then slacken up, as the tires are rotated.
