    How many RPM's is the motor turning? Is your belt adjusted correctly? A loose belt will do that.

      Have no way of checking rpms the belt i got was th hp 3035 and its a very tight fit.....

        I've been there too brother, and let me tell you that a tiny tach or similar item is worth buying and installing on your machine(s). The Tiny Tach is about $30 and has an hour meter too (good for oil changes and such), knock offs start at like $15 online.
        l like to buy stuff and no I don't do payments!

          just a wild guess but have you checked to see if your throttle is opening the butterfly in the carb all the way

            sure have i think it is all going to be in the gov on the 14 hp briggs only thing i have not checked

                  Years ago I encountered the same issue running hills with the 14 hp Briggs in my Max2. I did the standard checks that everyone mentioned, then lastly checked compression, and one cylinder was significantly weaker than the other. Upon teardown of the engine I noted lots of cylinder wear, as well as ring failure, which struck me as unusual because the engine ran so well on flat land. It did have about 500 hours on the machine at that time, I replaced it with an 18 HP Briggs and never looked back. My only regret is that I didn't go with a 23 HP but the 18 is more than adequate.

                        Have you checked the compression in the engine and verifed that it will pull 4000+ rpm with the belt on in reverse? Running poor on one cylinder will kill the power. The wrong governor setting will also do this also.
