if you have to use the choke, then you are restricting air to match what fuel it is getting. that tells me that something is keeping it from getting adequate fuel supply. start with checking to see if the vent on the gas cap is plugged, then work your way from the tank to the carb. check fuel lines for obstruction, filter, fuel pump operation, and clean the carb. if none of that gets you going, then check to see that timing hasn't changed (sheared flywheel key) while your at it, replace the air filter and spark plugs.

Sounds like a carburetor issue, by your description the motor sounds like it is starving for fuel. Give the carb a good cleaning, spray carb cleaner through all the little passages and make sure you use fuel stabilizer in your fuel tank.

Has the machine been used regularly or could this be a old gas/gummy carb problem? If the machine has been sitting a lot you have carb problems. Please post more info and I am sure we can get you running again.

Tim, you're a man of few words. I see from your info you still have the IV you built that 23 vanguard for. You must have been the first guy around to do that. My friends in the East say it's quite impressive.

Take the carb apart and clean it thoroughly.(this should be done periodically anyway) Torch tip cleaners work great for cleaning the jets.
