Does anyone know if it is safe to put about 3" of water or so in the bottom of my attex to see if there are any leaks?

I've had way more then that in mine. Lol. Should be good until you run into vents or anything that would lead a way for water to enter your trans or engine. Ideally make sure your chains are oiled and bearings greased. Only need enough to cover your axles. Anything else would be a crack in body you could probably visually see.

Bikerman883,those are not too bad at all. ABS is super easy to do good quality repairs on. You just need to mix up some ABS goo and used std fiberglass cloth avail at any autoparts store. Clean the tub good, use thin goo (like consistancy of milk) and glass cloth and you will be amazed at what can be done! Check out my Colt build thread for more about this topic. Beginning with post #33.

Just checked out your post, maybe there is light at the end. looks like a lot of work taking everything out and getting there. But looks like the only way to get it repaired better then it is now. i want to be able to go in water and not have to worry. I ordered an 1100 gph bilge pump just incase that I will mount when I am done with this repair project.
